UTF-8 is a variable width character encoding, and it can encode every character covered by Unicode, using from 1 to 4 8-bit bytes. If it works, then change the registry to default to that. How does a UTF-8 code page break cmd.exe? As always, test and verify. Win 10 working and Win 7 not working seems to be the problem isn’t with SQLcl, but with your setup, somewhere.
